CHARACTER OF PROJECT:
The project called for the use of a flexible heavy vinyl attachment system that was to be applied to the film and window frame with double sided tape. This system was capable of passing GSA's protection level 3b. Under heavy stress, however, Commercial Window Shield knew that the flexible portion of the system could tear and would be ineffective. They presented a case to GSA prior to the bid date recommending a specification change for a different and better system but GSA did not want to make a change. Commercial Window Shield bid on the job as specified and was awarded the job. After the award, they brought up the alternate system and were told they could present its use at the pre-construction meeting. They installed a prototype of each system at this meeting. Once GSA and the NRC saw the systems, it was obvious that the proposed alternative was less obtrusive. The government was initially interested because the system looked exactly like the existing window glazing. They became more interested when they found out that the system was stronger (it meets the GSA's protection level 3a) and it was going to cost less. The contract was for $136,682. The system Commercial Window Shield proposed and the government accepted was $115,444. This resulted in a savings to the government of $21,238. Not only did the enhanced installation come in under budget, but the project was also completed well within the 10-day deadline.
